The projects aims atdeveloping a modern, clean, multi-platform, open source text-to-speechsystem for Dutch that is freely available for research and educationpurposes.BackgroundApart from being an legitimate research topic in itself,text-to-speech (and speech synthesis from annotated input) is avaluable tool for developing and testing linguistic and phonetictheory and technology. Areas of interest include prosody, spokendialogue systems, concept-to-speech, and multi-modal output employinge.g. talking heads.Unfortunately, the current availability of TTS for Dutch is ratherlimited, and dominated by commercial TTS systems limited to the MSWindows operating system. In general, commercial systems are tailoredtowards the demands of end users who wish to use the system as a blackbox for voice output, rather than for the purpose of research anddevelopment. Moreover, the fact that the source code of commercialsystems is unavailable forms a major drawback for their use inresearch and education. At the same time, the TTS systems developed atDutch universities are hampered by limited support and documentation,suffer from incomplete, messy, or ad hoc platform-dependent code, andand a lack of support for state-of-the-art applications.Yet, developing a new TTS system for Dutch from scratch wouldrequire a major investment in terms of time and finance. It alsoappears to be a waste of effort, at least in part, as many of theknowledge and resources underlying the outdated systems for Dutch canin fact be reused. In addition, generic, multi-lingual, and freelyavailable TTS architectures have recently been put forward. Inparticular, the Festival systemand the Mbrola diphonesynthesizer appear to have become the de facto standard for opensource TTS systems in the research and education community.GoalsThe goal of the NeXTeNS project is to develop and deliver a modern,clean, multi-platform, open source TTS system for Dutch. For itsgeneral architecture and basic facilities, it relies on the Festivalsystem. For waveform synthesis, it makes use of the Mbrola diphonesynthesizer and its nl3 database. Furthermore, it incorporatesknowledge and resources from the KUNTTS system (developed at theUniversity of Nijmegen), as well as state-of-the-art NLP tools forDutch grapheme-to-phoneme conversion, POS tagging, accent placementand prosodic phrasing (developed at the University of Tilburg).The final system will minimally have to meet the followingcriteria:converts unrestricted ASCII text into high quality Dutch speechencoded as an audio fileruns minimally on a PC platform with either MSWindows or Linuxusable in interactive mode by means of the OS shell'scommand line or a Scheme command line interpreter, as well as by variousAPI's (Scheme, C/C++) and in TCP/IP server modeopen source code, and freely available for research and educationreasonably well documented for both end users and developerssupported by means of a central web siteImplementationParticipantsThe initial participants in theNeXTeNS project are the University of Nijmegen (Department of Languageand Speech) and the University of Tilburg (Induction of LinguisticKnowledge group).FundingThe project relies on substantial financial support by StichtingSpraaktechnologie (Foundation for Speech Technology), a Dutchorganization for the promotion of speech technology.DurationThe NeXTeNS project has started in February 2002 and will run for atleast one year.ContactWe hope that the NeXTeNS project will attract participation andcontributions by others.
